Its general objective was to understand the management of Civil Society Organizations (CSOs) in Sergipe regarding the applicability, factors and structure required by the inspection method applied by the MP/SE, called Metric/Matrix in Oversight from the Transparency Public. The first phase of the research and the starting point was the definition of objectives. As specific objectives , the research sought to (1) present the profile of CSOs inspected by the MP/SE using the Inspection Matrix in 2019 and their managers; (2) identify factors difficulties in management and physical structure that prevent CSOs from obtaining the maximum score aimed for by the method; (3) describe O process in conquest of the indexes in transparency active, passive and good practices in transparency at management of CSOs inspected and (4) compare you data generated by the MP/SE on its website, interviews with CSOs and the active websites in September 2023 of these CSOs. From a methodological perspective, and in the second phase, a qualitative approach was adopted, with exploratory research and case study, investigating, through immersion in the field, three CSOs chosen at random to understand the management and the degree of information and knowledge of these CSOs. CSOs active on the new inspection method applied by the MP/SE, using direct observation in the physical environment and semi-structured interviews with managers as instruments for data collection, obtaining a positive response to continue with the investigation in the CSOs supervised by the Matrix as completion of this phase. Having defined the method and field of action, we move on to the third phase, data collection, analysis and conclusion of the research. For collection, interviews were carried out with CSOs supervised by Métrica/Matriz and content analysis was carried out. This made it possible to map the profile of managers and bring to the research data about their experiences with the inspection method adopted by the MP/SE. The second means of collecting data were the websites of the supervised CSOs and the MP/SE. At the same time, the documentary analysis method was used in the collection made available by the CSOs and the MP/SE on their websites. The research allowed understanding the effectiveness of the inspection method used by the MP/SE, whose constitutional profile It is up to the defense of the legal order, the democratic regime and unavailable social and individual interests, as recommended by the 1988 Magna Carta in its art. 127. The conclusion of the research demonstrated, on the one hand, that CSOs are still carrying out their management in an artisanal manner, without due prior planning, without supplying the supervisory bodies in their segment in a forceful way. On the other hand, the research demonstrated the reasons for this analysis: the lack of resources to obtain and retain qualified labor to contribute to the management of their CSOs and the acquisition of tools that add, at least, the resources on their required sites by laws that govern them. |
