Resumo: The present water scarcity in the world has been one of the main concerns of the current society, once it puts at risk not only the biodiversity balance, but also contributes to the low quality of life of the population, to soil infertility and the increasing of the areas susceptible to desertification. Moreover, it leads to economic, social and political tensions, thus causing food insecurity and widespread poverty in most of the population. In face of all this issue, it is noticeable that the drought, which secularly causes a long scenario of dependence and poverty in the High Countryside, known as Alto Sertão of Sergipe, is aggravated by the fact that there are not multiple alternatives and acessible strategies to the people that daily lack the political help and governmental assistance to survive. Therefore, the current research had as general objective: dertermining a sustainability index for High Countryside of Sergipe, seeking an understanding of power relations and coexistence with the drought. The research, which has a qualitative/quantitative approach and an exploratory – descriptive study, happened through questionnaires analysis, semi-structured interviews, systematic observation and document analysis. The results revealed that social-environmental imapcts has complicated semi-arid sustainability, once many families still need governmental policy assistance to supply their needs of water, work and financial resources. The reasearch also indicates that, besides of experiencing intense droughts each year, families are vunerable to power relations that have harmed the social, economic and sustainable development for centuries in the semi-arid region of the Alto Sertão of Sergipe.
