História e memória de gestores: políticas públicas de inserção das tecnologias digitais da informação e comunicação na educação básica em Sergipe (2000-2015)

Resumo: Digital information and Communication technologies (TDIC) have caused significant changes in different aspects of contemporary life. In education, it has been used to stimulate and support studies and, more recently, it has been used in new ways of teaching and learning. From this perspective, as a pedagogue, I sought to understand, from a historical point of view, how the process of implementation and functioning of public policies for the insertion of TDIC in basic education has been in the period 2000 to 2015, In the state public education Network. For this understanding, I sought to identify the programs and projects aimed at the insertion of the TDIC to the public education network of Sergipe; Describe the processes of implementation of these policies in the state network of Education of Sergipe SEED and analyze the speeches of members of the SEED technical team, linked in the Division of Teaching Technology (DITE), in their ruptures and continuities. The initial time frame date with the Brazilian agreement signed at the World Forum of Education in Dakar, in 2000 and, in the same year, in Brazil, the period occurred in the reformulation of projects such as the Informatics Program in Education (ProInfo). The final cut, in 2015, stems from the promulgation of the law of No. 8,025 of 2015, State Plan of Education (PEE) for the decennium of 2015-2025, sanctioned by the state Government, who has as goals, the universalization of informatics in the management of public schools as Instrument of advancement in the quality of education in the state. It is an investigation of history and memory, based on authors such as: Certeau (2015), Bloch (2001), Barros (2010) and Foucault (2010) Halbwachs (1990), Le Goff (1982), Montenegro (2013) among others. The methodology used for the analysis of documentary data was archeology, based on Foucault (2014a; 2014b; 2010; 1999; 2008). The research universe was the state education network of Sergipe. With the application of 13 questionnaires to the pedagogical technicians who worked in the DITE, of these, 08 is the sample. In addition, I treated discursive utterances in laws, programs and projects that deal with the object of research. Analysis of the statements showed that the state of Sergipe has operated in order to receive policies for the inclusion of TDIC in education, maintaining the status of rule of law, however, the implementation of these proposals in the statements of the members of the technical team revealed Disruptions and discontinuities in the realization of these policies in their pedagogical uses in the NTE. Discourses such as collective learning, disstructuring and restructuring of the State and school were part of the discursive repertoire.
