Aquisições públicas no contexto das pesquisas científicas e a perspectiva de implantação das Centrais de Serviços Compartilhados na EMBRAPA

One of the appeals of science and technology institutions (ICT) is for greater flexibility and less bureaucracy in research and innovation activities in the country. At the same time, normative innovations and technological advances have emerged for public procurement processes. The Shared Services Center - CSC is part of these initiatives that stands out for providing different organizations with improvements in operational performance and business efficiency. Thus, EMBRAPA must analyze the possibility of implementing CSC. In this context, the general objective of the research is to analyze the feasibility of implementing a Shared Services Center - CSCs at Embrapa, considering research supplies. To this end, bibliographic research, data collection on the implementation of CSCs in Brazilian state-owned companies, data collection in EMBRAPA's supply chain in 2019 and analysis using the Tableau software were carried out. After analyzing the collected data, it was identified the EMBRAPA supplier network by Federation Unit, the operating costs in 11% of the Company with acquisition processes, the acquisition profile by Nature of Expenditure (ND) and the main items of these NDs. It is concluded that the implementation of CSC in EMBRAPA is viable to its reality.
