Propriedade intelectual de software em Roraima: elaboração de um manual de operação técnica para software sistema de certame do IFRR

Resumo: | The development of a region is directly related to its capacity for generation, exploration and diffusion of knowledge and investment in innovation. Therefore, for maintaining the innovative economy a region must also take care of the protection of Intellectual Property (IP). The development of software fits into this scenario, which accompany its respective operating manuals. Thus, this work aims to carry out a survey of the deposits and registers of software in Brazil, especially in the state of Roraima, as well as elaborating a technical operation manual for the System of Certame of the Federal Institute of Science and Technology of Roraima - IFRR. The results of the study demonstrated that Brazil had a large amount of deposits (19,532) and records (17,655) of software during the study period (2000-2017). However, the state of Roraima presented low representativeness (8 deposits and 5 registers) in the analyzed period. In addition, the study highlights INPI's success in reducing the backlog in granting registrations, mainly due to the less bureaucratic processes from 2017, which became totally online. The study also shows that the Institutions of Scientific and Technological Research (ICTs) present an important role into the software intellectual property (one in five deposits in Brazil), in particular ICTs of Education, which besides being responsible for developing systems to meet their needs, the community or the market, they are committed to protecting them. On the other hand, in the state of Roraima, the ICTs presented little representativeness with only one software registration and no financial gain based on this technology. The results of the study showed that the lack of financial gain related to technology contracts in the North Region does not essentially indicate low potential for innovation in the region but indicates that, despite the existing potential, only few IP deposits were made. In addition, as part of the study, the IFRR Certame System technical operation manual was successfully produced and published. The new product should add value to the software, making it more attractive to the market. Finally, this work can be considered an important tool in identifying the challenges to be overcome in the state of Roraima in order to improve the conditions for technological development and innovation in the region. |
