This work evaluate the effectiveness of the sectorial policies in Brazil, including cabotage market regulation, which prioritizes the operation of national flag vessels; the shipbuilding industry subsidies through the FMM and the AFRMM; and the tax barrier against the import of ships. In addition, it discusses the possibility of AFRMM’s incidence on the platform relief and hydrocarbon transport activities and the possible use of the “conta vinculada” as a subsidy for the financing of these vessels. It is carried out the sizing of the future demand and supply for the construction of new DP shuttle tankers to feed the Brazilian domestic market. The results shows that there is a feasibility of investment by private shipowners in Brazil for the construction of new DP shuttle tankers for supply in the market to replace the foreign vessels currently employed in relief operations.
