Resumo: The present work reports about the 'Projeto Espaço Porão Cultural': a temporary popular and public occupation of a street arena with a cultural center use, while discuss an urban conflict situation in relation to the preservation of a historical architecture, a XIX Century’s building, located at 25 meters of distance in the ‘Praça Orlando de Barros Pimentel’. The 2004’s public construction (the arena) suddenly became an issue, in 2017. At the time, during the Brazilian politic crisis’s context, it received the notification that was going to be demolished in two years. The research has a critical point of view about urban transformations, and the theme is used as a background that result in a propose for the territory occupation’s field of knowledge as entering the interests of the real estate market. It is believed that there is a need to readjust urban planning by and for the organized population, using participative methods that listen to demands and discuss decisions with local population. By registering part of the trajectory of this cultural experience, which could end up hidden in history without measuring the social impacts it caused, the objective is to discuss the roles of urban management in society, within the spheres of public administration and civil society, and contribute to the debate about urban planning. City thinking and designing are the result of negotiations between conflicts of interest, where the need to strengthen popular organization is established, as well as consistent public management, so that it can still be a mediator in negotiations between the interests of the population and the interests of capital. Empty spaces in the city, if occupied with cultural or social spaces, such as the ‘Porão Cultural’, will fulfill their social function and provide a service to humanity.
