Resumo: Historically, the problems associated with flooding in urban areas were mainly attributed to excessive rainfall – reducing the importance of the effects caused by human actions – and the solutions to such problems focused on engineering works aimed at increasing the drainage capacity of the rivers and canals. Looking for an alternative way to mitigate this situation, the researchers began to investigate the relationship between planning and design in urban drainage and urban planning and territorial ordering in the municipalities, once land use is determinant in the relation of generating superficial flows, as well as the built environment is the receiver of the losses produced by the inundation. The objective of this thesis is to promote the integration of techniques regarding flood risk management as a practical tool to be used in urban planning, aiming to orient land occupation in a less risky way. We worked with the identification and evaluation of the urban vulnerability in what regards flood processes (using a multi-criteria index constructed throughout this research), with a flood diagnosis using a mathematical modeling and also with the current urban and environmental legislation and the proposition of modifications to adapt the land use planning. A case study was carried out in the Cuiabá city (Mato Grosso) to assess and test the behavior of the methodological approach proposed; intending to validate the importance of supporting urban planning with technical bases that take into account and respect the carrying capacity of the urban environment, as a way to better manage the city, seeking a more harmonious coexistence with flood risks.
