Resumo: Cities that host mega-events such as the World Cup, the Olympic and Paralympic Games, the Confederations Cup, marathons, World Youth Day and music festivals, for example, Rock in Rio, draw up an transportation operational planning in which public transport is the main mode for the spectators. However, developing only the transportation operational planning is not enough since all planning must be accompanied by a contingency plan to respond immediately to a problem or crisis in the system. Based on this context this dissertation intends to develop a new methodology of contingency plans for public transport during mega-events with presentation of the procedures and resources necessary for this plan. The method adopted in this research is the comparative analysis of the methodologies used in foreign cities through the literature review on the framework of the contingency plans. New and specific steps are presented in the methodology developed in this dissertation. Therefore, the research proved to be relevant considering the mega-events that happen often in cities and that encourage the use of public transportation, such as New Year's Eve, music festivals, international marathons, Carnival in Brazilian cities, religious events such as the World Youth Day and mega-sporting events like the Olympic and Paralympic Games, the Winter Olympics and the World Cup. Through the proposed methodology it is possible that there is a greater interest of local public bodies and the transport operators in the elaboration of contingency plans for the public transport system during mega-events.
