Resumo: This study aimed to analyze the process of Institutionalization of Special Zones of Social Interest (SZSI) in João Pessoa - PB. The historical process of production of urban space in Brazil, based on dictates of the capitalist system, it produced the phenomenon of separation between social classes in relation to levels of income .This separation is embodied in space and thus produces the phenomenon of socio-spatial segregation in which, can perceive social fissures that lead to a situation of constant tension and conflict, denying the city as a place of socialization and living together with diversity. The creation of the SZSI as legal mechanism made possible the emergence of new urban laws occasioned by the Constitution of 1988 and by laws of the City is an attempt to reverse the segregation existing in the Brazilian city. In the specific case of this research, we focused on the study of the deployment of the SZSI process in the city of João Pessoa, and parameter based on studies conducted in the community of São Luis which is located in the district of Bessa. The analysis led us to support the premise that the State, through its practices and implementation of intervention in SZSI, has institutionalized the socio-spatial segregation, this way denying the possibilities contained in that legal instrument.
