Administração pública e governança: uma análise da Universidade Federal da Paraíba à luz da Instrução Normativa MP/CGU 01/2016

Resumo: The aims of this work is to analyze how a higher education institution (HEI) – Federal University of Paraiba (UFPB) - behaves on mechanisms of Public Governance by the light of the managerial public administration model based on Normative Instruction - IN MP / CGU No. 01/2016 as an investigation criterion of the governance model used by IFES. The theoretical framework is based on the concepts and paths of the Brazilian public administration in its process of identity construction and in the concepts of Public Governance, emphasizing its path through higher education. This research is characterized as a qualitative approach, collecting data through documentary and bibliographical study and field research, in the form of a case study. Interviews with managers involved in the governance process was also conducted to collect data. The analysis of the data have followed the guidelines of Content Analysis formulated by Laurence Bardin (1977). The results are presented by mapping the current stage of governance at UFPB and four categories of analysis emerging from the normative reference devices, IN MP / CGU No. 01/2016, reporting that in general UFPB demonstrates certain progress in the long term of establishing a public governance structure, but its system still does not atented the elements required by the normative as parameters of study in its several aspects, mainly lacking a formal structure, normatization, formalization, rule setting , as well as top management's encouragement for incorporating a governance culture. At the end, future actions were presented to improve Governance at the Federal University of Paraíba.
