Resumo: | This dissertation analyzes the characterization of the neo-developmentalism experienced in the country between the years 2006 to 2010. A process that occurred during the Lula da Silva governments, by the Workers Party (PT), in which stablished the ideology of economic development added to social inclusion. The qualitative study was carried out by means of bibliographic research on the origin and configuration of this ideal in Latin America with a focus on Brazilian particularity, and documentary research to confer legitimacy and depth to the data worked on. Three theoretical matrices were chosen for the analysis of neo-development in Brazil: from the government's organic intellectuals who reaffirmed the official narratives; from theorists who made a moderate criticism of the conduct of these mandates, but did not admit a liberal orientation on the part of them, and those who made a radical criticism of the direction of these governments supported by the Marxist conception of historical underdevelopment, making the country dependent on central economies.Thus, while working on these theoretical lines, the main changes that occurred in the macroeconomic and political fields became evident, such as the appreciation of commodities, the favorable external dynamics, the role of large public banks, the monitoring of economic indices and the state posture in making it feasible of these and other factors addressed. In the first moment, the “neo-developmentalist” theorization is described, seeking to qualify its essence and its insurgency in Brazil. Then, the narratives adjusted with the federal government are presented, showing the composition of a social state strengthened by means of polices income distribution, employment expansion, wage increase, credit and consumption viability and other state investment initiatives. Finally, endorsing the wave of intellectuals who contradict the prospect of major transformations in Brazilian society, an attempt will be made to unveil the myth created of economic integration and social development in a dialectical movement of dissecting the main contradictions of this process in various sectors of the society. In this context, is understood that the PT governments had a direction directed to dictates of capital in its contemporary stage and the social promotion measures employed served to contain the population of possible organizations against the capitalist order and to legitimize the market society, thus camouflaging the real party orientation. A strategy of conciliation and class coalition was applied, which had, among its consequences, the emptying of the class dimension in labor conflicts. It is understood, therefore, that neo-developmentalism was a false inflection in the process of Brazilian economic development, registering occasional changes for the lower class of society and “ fluidity” for those above. A project that served to expand the bourgeois potential, giving it space for further offensives. |
