Caminhos e descaminhos do programa de proteção ao emprego: trabalho e políticas públicas no Brasil

Resumo: This work focuses on the recent Brazilian Employment Protection Programme – PPE – and its strategy to preserve job opportunities on the country. Based on a historical review of work-centred public policies and the national political and economical climate in which they were established, it is stated that unemployment is originated by the lack of work positions due to economic crisis, which motivates the temporary nature of the program (2015-2017). The working society crisis leads to new forms of labour, which also need public policy protection, regarding, for instance, income generation, professional qualification, credit incentives and job brokerage. The results were found according to a bibliographic and documental research of unemployment in Brazil and the governmental actions to face this issue. A dialectic analysis of the socioeconomical context pointed out contradictions of the subject, reaching the PPE directives that reduce salaries and journeys due to collective negotiations, employee compensations, the employers’ role and benefits for the state. This work concludes that the programme was made to meet the ruling class interests, as the employers keep their activities in expense of the employees. Although it aims to keep employment opportunities, the PPE is in fact a public-funded flexibilization of labour rights, reducing unemployment insurance expenses, but without preserving the employment positionThe government contributes to economic circulation and taxation of the employees that manage to keep their Jobs, and political economic responsibilities are under the role of the syndicates. Although the PPE might bring relevant economic effects, it worsens the employee condition.
