Resumo: In Brazil, there are still gaps to be investigated on theoretical models based on scientific evidence in order to support the development of information policies in libraries. It is still necessary to identify the behavioral, contextual and normative differences of the components of information regimes, establish conceptual relationships and reflect, critically and in action, on the dichotomous issue of the absence and presence of these policies. Starting from this gap, the solution to the problem encompasses the creation of a theoretical-pragmatic model. From this perspective, it’s inferred that the demand presented in the contemporary world must be considered in an inter-institutional research agenda aligned with the demands of the Digital Society. It is noteworthy that scientific action becomes essential for the consolidation and strengthening of the importance of information policies, based on the organizational philosophy of learning libraries. The general objective of the research was, therefore, to understand, through a theoretical-pragmatic model, the development of information policies and their interface with intellectual, semantic and digital technologies, in the context of libraries of universities and federal institutes in Brazil. The theoretical dimension that supported the Thesis was constituted from the Theory of Action; of the School of Power; the Model of organizational solicitude for the creation of knowledge and the relationship between power, information policies and the role of the State. Methodologically, the research was carried out using the Science-Action method, an unprecedented form of action research whose intervention takes place through scientific action. Based on the study of theories in use and on the scientific action carried out to modify them, this Thesis can contribute to the scientific field of Information Science and the professional field of Librarianship, elucidating the role of information policies for information management in the within the scope of a digital agenda, through a theoretical pragmatic model specific to the context of action of the libraries of federal institutes and universities. It is concluded that information policies can collaborate with the fulfillment of national and international agendas dedicated to the objectives of sustainable development and the digital society; and they can be strategic instruments for the formulation, application and evaluation of the Brazilian digital agenda; and that the theoretical-pragmatic model proposed and defended in the Thesis highlights three new resources for the field of Information Science, which allow researchers to collaborate with the Brazilian digital agenda and with the advancement of studies dedicated to digital fluency, innovation, information management and, therefore, information policies, they are: the science-action method; the info-educational actions possible from the management of educational projects in public educational libraries; and a theory of scientific solicitude that collaborates with the practice of networked scientific communication. These three elements can be improved with the future application of an inter institutional research agenda that was proposed as the final product of the Thesis, being also a fundamental part of the theoretical-pragmatic model.
