Intercâmbio estudantil no ensino médio da rede pública: uma avaliação do programa gira mundo

Resumo: This research proposes to evaluate the design and implementation of the International Exchange Program Gira Mundo in the student modality. In order to describe the program theory and then evaluate the design and implementation, we used the methodology of the logical model, resource that diagram the behavior of the program seeing the resources, activities, products and the results (short, medium and long term), revealing the causal relationships that involves all of these components.The model was elaborated from the analysis of the official documents of the program, from direct observation and through of semistructured intervews with managers of the program. In the evaluation of the logical assumptions that constitute the design of the Gira Mundo and how its elements are interrelated to reach the desired results, was found solid relations of causality between its main points. However, the results demonstrate the existence of deficiencies in the design of the program, such as the absence of specific goals, lack of clarity regarding some pretensions, not creating of the appropriate tools for management and evaluation, making it clear that the program does not have tools to measure its results. With regard to implementation, we analyzed the editions from 2016 to 2018, in order to investigate whether the program was executed as established by the drawing, detailing the evolution of the resources employed each year and the number of reached beneficiaries. The results show that there was no uniformity in the program execution process, with all faults identified. Among the observed problems, it was verified that a portion of the students was benefited in disagreement with the eligibility criterion referring to the grade in the proficiency examination, as established by Decree No. 36,539 / 2015.Besides that, most of the students did not comply with all the steps provided in the program design. Considering the three editions, 350 students from the public network were contemplated with scholarships abroad, which, together, amount to R$ 11,098,724.99 (eleven million, ninety-eight thousand, seven hundred and twenty-four reais and ninety-nine cents).
