Entre a modernidade e a economicidade: uma proposta de implementação do processo administrativo eletrônico na Pró-Reitoria de Administração da Universidade Federal da Paraíba

Resumo: | The purpose of this study is to analyze how the implementation of the electronic administrative process in the UFPB during the first months has been changing the administrative routines of the Administrative Pro-Rectorate. With the establishment of a legal framework and the requirement of society and control agency, the electronic administrative process is consolidated as an important management tool aligned to the governance of Brazilian public organizations, by reconfiguring the way administrative processes are carried out. As background of the work, a survey of the publications situation in the area of the study was carried out over the last three years, as well as theoretical discussion on Public Administration, the different modalities of governance in the public service and process management. Methodologically, the work has a qualitative nature with the use of documentary sources, such as regulations referring to the electronic process, publications describing aspects about the implementation in other organs, and the use of BPMN to map the forms of creation of administrative processes before and after implementation of the electronic process. Internal news and documents were also used to describe the situation of the electronic administrative process and to analyze evidence regarding the variation of productivity in the first months of implementation, using the Pro-Rectorate's Administration protocol indicators. Although the implementation process is in its infancy, the institution gives signs that the implementation of changes has been gradually assimilated, necessitating adjustments in relation to the procedures adopted and to the performance of the SIPAC. The protocol data, even if preliminary, present evidence of increased productivity in the activities of the Pro-Rectorate of Administration. |
