Regime diferenciado de contratações públicas: análise do princípio da eficiência nas licitações de obras do Instituto Federal da Paraíba – IFPB

Resumo: | Currently, efficiency in public service has become the target of many questions from the media and the general population. The economic recession directly affects infrastructure works for education, and in order to continue government programs, it is necessary for the State to be efficient in the use of public resources. In order to meet this requirement, the National Congress instituted the Differentiated Contracting Regime Act (DCR) in an attempt to overcome the old general bidding law No. 8.666/93. The present study aimed to analyze the efficiency of this new bidding regime in the bidding for engineering works of the Federal Institute of Education, Science and Technology of Paraíba,(IFPB in portuguese) given that this is a fundamental point for Higher Education Institutions because in addition to being an instrument for managing public resources is also responsible for the infrastructure of the educational environment, which is one of the requirements of the National Higher Education Assessment System (Sinaes in portuguese). For the development of this work, we used bibliographic and documentary research techniques. The data were collected in studies, legislation and institutional documents from the IFPB. We use the SWOT matrix as an analysis methodology as well as conducting a comparative investigation between the events governed by Law No. 8.666 / 93 and the Differentiated Contracting Regime to achieve the proposed objective. After analyzing the data, we found that in view of all the innovations implemented by this new regime, which substantially modified all the bidding aspects, including speed and economy, we concluded that the implementation of the DCR in the IFPB engineering works bids resulted in it did not increase efficiency for the educational institution. As a product and contribution, we present the craton of a flowchart of the bidding process for Works, as well proposals for improving efficiency in the bidding for works of the Federal Institute of Paraíba. |
