The case of beach pollution in João Pessoa / PB is not new, it is a historical problem published in scientific articles, by the press and now by the internet itself. This scenario has already been widely known by the population and by the general public, which seems to propose palliative proportions and is omitted in more lasting solutions. Anti-oxidants reach the environmental, economic, social, tourist, sanitary and urban development bias, being one of the forms of communication focused on the same resolutive effects, given its multisectoral demarcation. The study aims at, the moment of this scenario, competitiveness in another path (legal-judicial) which interlider peacefully the purpose of legitimados for waste partially or entirely to pollution of beaches. The path provides an instrument of executive and legal control, linking the agents, separating the common and real elusive ones from the lack of personnel, scarcity of resources and incompetence due to matter, legality and / or territoriality. The lack of political will or resistance to institutionality precludes a proposal of the organs themselves, a tendency of participation of electoral authorities such as the Public Prosecutor's Office and the Brazilian Bar Association, as well as resistances of an eminently non-technical nature, converging to a same challenging but solving purpose. The methodology chosen for the development of this work was chosen to evaluate the need for greater achievement of the objectives of the work. The bargaining agreement is the general objective of achieving the specific objectives of ranging from balancing tests and analyzes to consolidating the convergence of political, social and environmental actors to the final reach. The data, partial results of the records, were bathing in the beaches of João Pessoa, most of the time during the studied period. So far, the institutions have shown good acceptance in the search for solution of the problem, and a Term of Adjustment of Conduct has been signed by all institutions of this nature.
