Efetividade de unidade organizacional de fomento a decisões baseadas em dados: uma análise sociotécnica em instituição federal de ensino superior

Resumo: The higher education federal institutions are increasingly investing in management improvements and, consequently, in the decisive process, in order to minimize negative scenarios of high rates of evasion, retention, decrease of enrolled students and, from that, perfect their institutional performance. In addition to this, the investment in analysis and decision-making based in higher education data, in an strategical level, is a rising subject, but it does not yet have many adhesions by a part of the universities, mainly in the Brazilian scenario. In this way, the aim of this paper consists in verifying effectiveness, in the light of the Socio-technical Approach, of the Graduation Data Observatory, that is, the system that utilizes Data Science as a tool to foment decision based in data in Federal Institution of Higher Education. To do so, this research was done by using non-participant observations and semi-structured interviews, alongside with the content analysis technique. In the acquired results, it was evidenced the context of the organization and its decision-making process in terms of structure, technologies, people and tasks. Significant barriers were found in the organization, which have an influence in the decision-making process. However, some effort was noticed, coming from the users, as to analysis and decision fundamentes in data in the institution, however, in an incipient manner, that requires improvements in structural, technological, processual and professional terms. Besides that, the goals of the Data Observatory were analyzed and it was observed that many of these, defined in the creation of the new unit, are not followed in their totality, which allows to conclude that the level of effectiveness of the system is low, thus requires planning and reformulation. In this sense, suggestions for improvements have been proposed, as well as suggestions for future studies.
