Resumo: | Public Higher Education Institutions (HEI) are bodies belonging to the Brazilian State that present teaching, research and extension as the main focus of their activities. Since the 1988 Brazilian Constitution, Federal Universities have enjoyed didacticscientific, administrative, financial and asset management autonomy, with administrative, financial and asset management being the activities that support teaching, research and extension activities. The public administrative management of the Brazilian State has changed over the years, which has affected its organs and, consequently, public HEI. As a way of improving the achievement of results and bringing effectiveness to the performance of their services, Brazilian public administration institutions have used administrative strategies that cut costs, increase the effectiveness, efficiency and organizational effectiveness. Among these strategies, there is project management (PM) and the implementation of Project Management Offices (PMO). Taking this fact into account, this dissertation aimed to systematize, in the form of a project scope, an EGP to be applied at the Federal University of Paraíba (UFPB). To achieve this objective, a systematic research was carried out using the PRISMA method as a way of analyzing the theoretical productions on project management and management offices, within the scope of the administration of public universities globally. Then, it was analyzed how the GP or EGP could have been located at UFPB. This was accomplished through a document analysis of the strategic objectives of administrative management present in the organization's Institutional Development Plan (PDI) for the years 2014 to 2018 as well as the annual Management Reports and the Evaluation Report. In this analysis, an objective was identified that presented characteristics of a project. Then the same documentary analysis was conducted based on the institution's PDI 2019-2023 to understand the objectives of the institution's strategic management that could support the implementation of an EGP. Three objectives were identified as possible projects of the institution. Based on the literature, the scope of a project to implement an EGP was defined, which could encompass the three strategic objectives. |
