This study analyzes the relative efficiency of public expenditures related to the fuel expenses in the municipalities of the State of Paraíba during the year of 2014. For this measurement, we use non-parametric methods of frontier analysis, Data Envelopment Analysis (DEA) and Free Disposal Hull (FDH). The main objective is to measure the excess of fuel expenses by comparing the performance of each municipality, resulting in a tool that can assist in the supervision and control of this type of expense. The verified results show that, in the analyzed period, deviations reached the amount of R$ 10 million, especially in municipalities with less than 5 thousand inhabitants, as well as in those located in the Borborema and Sertão Paraibano mesoregions. There are cases where the relative waste index has exceeded the 80% level. In econometric terms, geographic, political, manager profile and social factors are not related to the variation in the level of excesses of expenditure.
