Resumo: | This dissertation aims to develop a housing quality assessing method, developed based on functional and accessible aspects of ABNT Coletânea de Normas Técnicas - Edificações Habitacionais - Desempenho: 2013, to vertical multifamily residential buildings in the João Pessoa - PB city. The building designs quality based on performance has been ventilated since the dawn of civilization, but how to approach performance has changed over time. During the first years of the twentieth century, was published in the United States a report addressing the topic of "performance" in the buildings; in the 1970s, in Brazil, was carried the first studies on the performance concept and, in 2001 was created to PeBBu network (Performance Based Building), in Europe.Complement to the buildings performance, is found the designs process, which should be the first to be prepared and definitely contributes to the reach or not of the satisfactory performance building. The designs quality and their growing demand to improvement of the quality parameters, using performance meters, emerges directly related to the design, also called project quality indicators. This methodology was developed through three main fields:1) Cut out the search: was delimited the topic with that worked; 2) Methodological stages description: were described and was detailed the following methodological stages that guided the research: a) Idea theme and object study definition; b) Data survey; c) Data compatibilization; d) formulation of the results and e) writing of the dissertation and, 3) universe and the sample Definition. It was developed based on the Costa method (1995) ; Pedro method (2000) and normative performance parameters, who was structured in the hierarchies listed below: HIERARCHY 1 - Condition and user requirement selection; HIERARCHY 2 - Selection of the requirements and criteria; HIERARCHY 3 - Choise of the evaluation objects; HIERARCHY 4 - Definition of the descriptors Scale; HIERARCHY 5 - Evaluation objects weighing; HIERARCHY 6 - Obtaining notes (utilization value). By applying this method in vertical residential projects in João Pessoa, it was reached the following findings: Taking as a basis the analyzed sample, most of the buildings, had limited accessibility to the ground floor and / or first floor. The projects obtained grades ranging from 3.0 to 7.4. This is due to the fact that not all buildings enabled accessibility to its users, reducing the enterprise note. We found some differences between the NBR 15575/2013 and João Pessoa Construction Code when it was compared legal and regulatory aspects, such as the minimum width for stair landing place and slanting of the ramp. In conclusion, this method, although specific to "Functionality and Accessibility", It can be considered generic if one takes into account the change of evaluation parameters, It can be applied to any other official documents, who establishing legal and regulatory parameters to premises of residential buildings. |
