Planos estratégicos de internacionalização: uma análise das normativas desse processo na Universidade Federal da Paraíba e na Universidade Federal do Rio Grande do Norte

Resumo: | Considered an eminent vector, the process of internationalization of higher education institutions (HEIs) is responsible for generating the exchange of knowledge and experiences between universities around the world. It is characterized by its contemporary potential to transform the Brazilian academic context, from which its intertwining with strategic planning comes to legitimize the urgency of its effective operationalization in the face of the advent of new management models in the educational scope. Evidencing the late nature of the implementation of internationalization programs and alignment with the tools of strategic planning in the Brazilian higher education system, it is observed that the causes converge to sociopolitical and economic factors that afflict the Brazilian education system, especially regarding public management issues at the macro and intra-institutional levels. Given this, the current strategic internationalization plans still have an incipient strategic configuration, little proactive and scarcely institutionalized, which is directed only to plans that generally become intangible, urgently lacking an effort to increase and improve this instrument so that it produces effective results as well as passes to be consolidated in its organizational culture as a priority parameter vector. Therefore, the present study aims to evaluate the institutional plans for internationalization at UFPB and UFRN and propose actions to optimize this process. Therefore, the theoretical framework of this work covers the themes: internationalization process of HEIs, historical path of internationalization in Brazilian public higher education, internationalization programs and bodies, academic management, strategic planning. This study is a bibliographical-documental research with qualitative analysis through the technique of content analysis. In view of this, after examining the UFPB and UFRN strategic internationalization plans, carrying out its diagnosis of how it presents the structural and material scope of its regulations, propositions of elements already existing in the regulations are listed, as well as those that, even if absent, can be inserted in successor plans of these universities or others that are interested in improving their strategic plans regarding the internationalization process, generating a greater range of operationalization with more results effective and practical. |
