Resumo: This study aims to propose an reference’s structure for the definition of a Competency-Based on Training System (CBTS) for the Federal Institute of Education, Science and Technology of Sertão of Pernambuco, through processes of teaching and learning in order to contribute to the development of institutional competences through individual competences, as recommended by the National Policy of Staff Development (NPSD), established by Decree n. 5.707/2006. The methodology used was both qualitative and quantitative, with an exploratory approach and delineated as Research-Action. In the initial stage of development, the literature search was done in three areas of knowledge, related to the objective of the research: competency management, training activities and organizational learning, and a contextualization of Federal Institutions of Higher Education. The system proposed was grounded on theoretical, legal and educational bases and consists of four steps: mapping competences, planning, action, evaluation, and their respective processes. The system was applied to the institution and its stages and processes was analyzed in both individual and holistic ways. It was used the technique of data triangulation for validation of the study. The proposed system showed adherence to the context of the institution and may provides theoretical and practical contributions, through the articulation of learning processes on three levels of analysis: individual, group and organizational with the strategies of the institution. The study also assists other Federal Institutions of Higher Education (FIHE), on the deployment of training based on competencies and Federal Government on the implementation of the National Policy of Staff Development. The search for mechanisms that enable the applicability of the assumptions of NPSD in a FIHE, requires the implementation of new practices and represents a change in the organization’s current state.
