Racionalidade comunicativa e ambiental: a licitação pública do município de Teresina é instrumento de desenvolvimento sustentável?

Resumo: | This work is part of the Social Rights, Economic Regulation and Development reaserch line and is based on the constitutional duty to promote national development, and especially the legislative amendment imposed by Law no. 12.349 / 2010, which started to demand more from the public power in the area of sustainability - as verified in the requirement of holding sustainable bids with a view to promoting development. Thus, the objective was to analyze the discursiveness of the bidding process to discuss the environmental (communicative) rationality that drives the referred process. In order to achieve the desired results, an empirical investigation was carried out into the bidding procedures carried out at the Teresina-PI Prefecture, which took place in 2018, in order to analyze the aspects contained in the notice and its specifications that specifically demand such desiderate, in addition to the dialogue established with the members of the bidding committee. From that point, even assuming that there was no environmental awareness of environmental protection, the environmental rationality was discussed according to Enrique Leff (2002; 2006), which is verified by the epistemic shift from an anthropocentric to a biocentric centrality, in the discourses of the documents and of the subjects of public management taken as communicative rationality with Habermas (2016), considering that language is the expression of the consensus, however precarious, that exists in a society, being, therefore, the empiric that reveals the environmental conscience. Within this established thread, the research problem was analyzed: is the public bidding of the Municipality of Teresina an instrument of sustainable development? Thus, the following diagnosis was reached: that sustainability is not included in the bids and this is due to the lack of environmental awareness as addressed by Enrique Leff, considering also the lack of communicative rationality according to Jürgen Habermas, which suggests that the reason that guides our actions does not have reasonable environmental understandings, given the anthropocentric orientation of the logic of modernity that produces the effect of a communicative rationality of non-environmental protection. |
