Resumo: The present dissertation is entitled to BASIC SOCIAL PROTECTION SOCIAL ASSISTANCE from the HEADS of FAMILIES-USERS REFERENCED in a CRAS of JOÃO PESSOA/PB health and SOCIAL security, linked to the graduate program in Social work at the Federal University of Paraiba. The study is limited in the context of basic social protection Social Assistance politics and propose the discussion of gender category to analyze the growing phenomenon of women in brazilian society family leadership, especially among families in the territory of the coverage referenced CRAS Gramame. This investigative study analyzes the effectiveness of the network of basic social protection, from the various services and programs offered, directed to these families under the vision of the heads of the family user CRAS-Gramame. The analyses contained in this work are based on a theoretical and legal framework provided by the 1988 Federal Constitution and regulated by the organic law of Social Assistance (LOAS); National Social assistance politics (PNAS); Social Assistance System (ITS) and operational documents that make up the network of Social Protection of this politics and regulate socioassistenciais programs and services offer in the context of basic social protection. The family reaches centrality in the context of public politics, PNAS and the YOUR brought an important contribution to the protection of the family give social assistance, after designated the sociofamiliar matricialidade as one of the fundamental axes that guides the management of this politics. In methodological terms, this is an applied social research, analytical and critical nature with the aggregation of qualitative and quantitative methodologies. In the process of data collection, we opted for the semi-structured interview and questionnaire; In addition to the use of tables and charts in the discussion of the quantitative data, and the analysis of content on fragments of lines of the interviewed (BARDIN, 2007). The analyses discussed in this paper are based on Marxist and materialist method's perspective-dialectical and historical. The results of this research indicate that although they recognize the advances made by the Social welfare politics, especially after the socio-familiar matricialidade have focused the aim of social protection in your family, the functionality of the socioassistenciais programs and services still have profound weaknesses, to disregard the new "arrangements" and "compositions" family and the growing phenomenon of family headship among the public user of this politics showing so effective barriers of this social protection for families headed by women. The analysis of the data confirms the hypothesis of the research of the basic social protection Social Assistance politics has not given the necessary attention to the growing phenomenon of women's family headship, since they are still insufficient specific actions geared to families whose reference person is a woman.
