Resumo: In order to strengthen civil defense actions, a number of studies have been carried out, including those that deal with Law No. 12,608 / 2012, which established the National Protection and Civil Defense Policy. The present work aims to analyze the integration between the National Protection and Civil Defense Policy, the National Water Resources Policy and the City Statute, based on the interrelationship of its instruments. The objective is based on the need pointed out by art. 3 of the National Policy on Civil Protection and Defense, which points out that it must be integrated with policies on territorial development, urban development, health, environment, climate change, water resources management, geology, infrastructure, education, science and Technology and other sectoral policies, with a view to promoting sustainable development. For this, the methodology based on the integration between policies proposed by Marinato (2008) was used. The present study sought to expand the integration of instruments of the National Policy of Protection and Civil Defense, with the National Policy of Water Resources and the City Statute. The methodological procedure of analysis, grouping and evaluation of the interface between policy instruments was used as reference. The main stages that involved the development of the work were: identification, analysis and grouping of instruments; Evaluation of the interrelationships between the instruments and groups of instruments of the National Policy on Civil Protection and Defense, the National Policy on Water Resources and the City Statute. The analysis of the results indicated a great affinity between the instruments of the policies studied, as well as guiding actions and integration strategies that may be different for each situation. With this, it is concluded that there is a great relationship between the instruments of the National Water Resources Policy, the City Statute with Civil Protection and Defense. In addition, the adapted conceptual model was conducive to the integration of the instruments of the National Policy on Civil Protection and Defense, the National Water Resources Policy and the City Statute, which can be evaluated individually or jointly. The diagram that enabled PNPDEC, PNRH and the City Statute to be interrelated allowed an analysis of the integration with a holistic approach to disaster risk reduction.
