Linguagem micropolítica na educação permanente em saúde : estudo de caso em comissões integração ensino-serviço de Mato Grosso

Resumo: The study aims to emerge micro-politics in the local and regional operation of the National Policy of Permanent Education in Health (PNEPS). The interdisciplinary management of the 16 health regions exposed in Mato Grosso is executed by International Regional Commissions (CIR), with the presence of the cityes and also the State Health Secretary for the respetives decentralized instances, the Regional Health Offices. In this context, there is in each health region a Regional Teaching-Service Integration Committee that deliberates on the plans and actions of Permanent Education in Health constructed in the local instances and specific bipartites regions. Method: case study of four health regions in the state of Mato Grosso - Porto Alegre do Norte, Peixoto de Azevedo, Sinop and Barra do Garças. These regions were chosen because they were better evaluated in an earlier study on PNEPS implementation. The Regional Action Plans for Permanent Education in Health (PAREPS) achieved greater similarity to that envisaged for the elaboration of PAREPS in PNEPS (2007). The data collect was carried out via a focus group, considering the recurrent of the speeches of the subjects of the respective CIES, analyzed from the perspective of the discourse speech referenced by Michel Foucault his microphysics of power; and the micropolitics of Gilles Deleuze and Félix Guattari. Results and Discussion: it was verified that the regional CIES studied presented expertises in the interventions around the PNEPS that strengthened them with actions that favored the intersectoral collaboration of health in the municipal scope, that operate micropolitics in EPS. Final considerations: an identification of a singular language that specifically represents that EPS in each health region, expressed different strategies of the micropolitics field that had repercussions on the regionalization and reorganization of the local SUS - BR.
