Resumo: In this research, it is understood that the changes brought about in the permanent staff of the Federal Institute of Mato Grosso were influenced due to the proposition and implementation of the pension reform established in Constitutional Amendment No. 103, of 2019. The aim is to identify how the reforms of social security may interfere with the number of civil servants who remained in activity or chose to retire; Through information in the public domain, the following were analyzed: the number of civil servants in active service, retired civil servants, the date of entry into public service, positions and careers. In this construct, the methodological tool “critical incidents” was used, which allowed a microanalysis to be carried out on the effects of the pension reform, between the years 2008 and 2022, at the Federal Institute of Mato Grosso. The number of pensions granted increased dramatically between 2015 and 2019, totaling 140 pensions carried out in five years. To get an idea of the dimension of the pension reform provided for in Constitutional Amendment No. 103/2019, the number of retirements in the interstices added between 2008 and 2014 and between 2020 and 2022 correspond to 105 retirements granted in ten years. It is inferred that the number of pensions granted between 2015 and 2019 increased by approximately 37% in five years. The proposal and implementation of the Brazilian pension reform, determined by Constitutional Amendment No. 103, of 2019, caused changes in the number of permanent employees at the Federal Institute of Mato Grosso, causing a large number of them to leave for retirement.
