Resumo: The history of Youth and Adult Education - EJA (Portuguese acronym) is marked by the struggle of the social movements for the right to education, which has been denied for many years to those subjects. This study aims to understand the process of creation of the “Forum Permanente de Debates da Educação de Jovens e Adultos” of Mato Grosso, based on the analysis of its course of implementation during the 1990s until 2001. The EJA objective is to repair a social debt, offering to the public that has been excluded direct access to institutionalized knowledge, a escolar education based on the emancipation of the subject. The decade of 1990 was chosen because during this period important changes happens in the political, economic, and social field of the country. In the arena of adult education, during 1990s several institutions and organizations from different sectors, gathered around the struggle for the transformation of the situation that they were living. This mobilization raised up the necessity to create spaces of coordination between the different segments that operate in this modality. In 1996 is originated a partnership between the state and civil society and the movement of the forums of education of youth and adults in Brazil is consolidated. The first Forum, considered the pioneer, was established the State of Rio de Janeiro, from which other states began to organize. The documentary research for this thesis considered meetings minutes of FPDEJA / MT, reports of the State Seminars of Youth and Adult Education of Mato Grosso, of the National Meetings of Youth and Adult Education - ENEJAs, semi - structured interviews, as well as theoretical productions about the field, especially written by Sergio Haddad, Jane Paiva and Maria Clara Di Pierro, among others. The data of creation of the EJA forum in Mato Grosso, in 2001, allowed to establish the trajectory of this movement and its role in the construction of public and educational policies for the EJA mode. The organization of the struggle has been achieved, as the reports show, by the appointment of guidelines and lines of action for the forums in the states, by preparing motions and public letter with claims and proposals submitted to the government at the national level. The movement of the forums is organized around a common objective and the conflicts in education, linking up in the pursuit of understanding between the various segments of our society, seeking to find ways that can improve the condition of access and practice for adult education in Brazil. The development of this research serves to the professional teachers of EJA modality to identify the characteristics of the Forum, at the time that it is affirmed, in order to guarantee the plurality of ideas, without losing sight of the historical and paradigmatic references that were crucial in the advances and retreats of the EJA policy in Brazil and Mato Grosso.
