Resumo: Institutions are created through habitual thought patterns in individuals. Considering the possibilities for individuals to be in constant internal changes, due to cultural, socioeconomic factors, beliefs and values, institutional documents are created to standardize plans and actions, in order to minimize possible changes in the institutional arrangement already defined. In this sense, the documentary resources still work in the sense of creating assessment tools in higher bodies, as well as it is possible to identify their profile and institutional actions. From this perspective, the present investigation aimed to assess the agents' perception of the institutional norms described in the Institutional Development Plan 2019-2023 of Campus Cuiabá Cel. Octayde Jorge da Silva, in line with Veblen's approach. The general objective of this research focused on the evaluation of understanding the institutional evolutionary trajectory of Campus Cuiabá Cel. Octayde Jorge da Silva by estimating a perception indicator of campus servers, in relation to the PDI 2019-2023 rules and strategies in line with Veblen's mental habits. Specifically, we sought to first consider the literature review on original institutional economics, based on studies by Thorstein B. Veblen on the concept of individuals' mental habits with contributions by Geoffrey Martin Hodgson. It also seeks to estimate a perception indicator allowing to assess whether professionals know the PDI 2019-2023 or not and how they work at Campus Cuiabá Cel. Octayde Jorge da Silva. For this, the multivariate method is used with the principal component analysis tool. It was identified that the management actions, with the best evaluated variable, have performed an administration considered satisfactory to the sample participants, however in relation to the factor of division of resources by the Campus, it had the worst evaluation, because according to the participants the participation collective action is not conducted satisfactorily, contributing to the result that there is a lack of communication between management and employees. The individuals presented favorable perceptions of the training policies for civil servants, both short and long term. Regarding improvements in the work environment, the interviewees indicated a satisfactory level due to the structuring of the quality of life nucleus and investments in this sector, favoring the quality of life providing human development. Thus, for one it was noticed that the PDI constitutes an institutionalized document, but not all of its guidelines are actually being followed. It is concluded that the concepts of status between human relations and activities, and the forms of technologies employed in the activities of Campus Cuiabá, addressed by the original institutionalism, act within the institution as daily gears. Therefore, it requires a review of the policies used within the PDI 2019-2023, considering the particularities of the campuses, so that the guidelines described are achievable, taking into account the singularities of each location.
