The Institutions of Science and Technology - ICT are granaries of knowledge, generated by fostering research, technology and innovation, however the transfer of this knowledge to the private sector is a challenge, however necessary, as it will enable economic development and growth. allowing companies to compete in global markets. The Law of Legal Framework of Innovation No. 13243/2016 provided greater autonomy in this interaction, however should be instructed through Science, Technology and Innovation Policies of public institutions. Given this, this work aimed to elaborate a proposal of Innovation Policy for the Federal Institute of Education, Science and Technology of Mato Grosso (IFMT), before the Legal Framework of Science Technology and Innovation. For this, the methodology constituted the objective in a qualitative approach, divided into three stages. The first stage consisted of the documentary collection and analysis of three institutional reference policies. The second stage consisted of interviews with managers of the institution in order to map institutional expectations regarding the Legal Framework for Innovation. The third stage consisted of the evaluation of the proposal by a reference group, composed by two evaluators, with the purpose of analyzing the legal adequacy of the document. In this sense, this paper presents a proposal of Institutional Policy for IFMT, aligned with the innovation laws and the Legal Framework of Innovation, having as reference the Innovation Policies of other analyzed institutions, as well as the institutional expectations from the perspective of institutional managers. as the innovations suggested by the Legal Framework of Science, Technology and Innovation.
