Educação permanente em saúde no cotidiano da enfermagem : um movimento que se faz mudança

Resumo: This study aims to understand the dynamics concerning to the professional qualification process for the nursing staff of the Hospital Universitário (University Hospital) Júlio Müller (HUJM), establishing correlation between the real and the Consensus guidelines by the Política Nacional (Brasileira) de Educação Permanente em Saúde (PNEPS) (Brazilian National Policy on Continuing Education in Health) that can stimulate the construction of a professional development proposal contributing effectively to changes in nursing care practices. To support this study, reasons in theoretical frameworks were sought addressing the Public Policies on Health and Education as Ordinances, Resolutions, and productions of the Brazilian Ministry of Health. Discussions regarding to Continuing Education in Health and the healthcare work everyday were supported mainly by Ricardo Burg Ceccim, Laura C. M. Feuerwerker, Luiz C. O. Cecilio, and Emerson Elias Merhy. The study participants were two managers responsible for leading the professional development process of the Institution and three nurses responsible for health care. The following individuals were excluded: (1) who refused to participate in the study, not signing the Terms of Informed Consent (TIC); (2) who were enjoying vacation or under sick leave; (3) who never participated in training offered by the training program of HUJM and/or UFMT; and (4) who had professional activity less than two years in the Institution. This is a descriptive and qualitative research; data were obtained from two different techniques, documentary analysis and semi-structured interviews. Data were collected from November 2013 to January 2014. Thematic analysis was used for treatment of the collected material. The following discussion topics emerged from the analyzed material: (1) performance of Continuing Education Service (CES) and Center for Continuing Education in Nursing (CCEN) in the context of HUJM; (2) nursing staff participation in the planning of vocational training activities; (3) functional development as motivational factor to server qualification; and (4) impacts of actions on the everyday nursing work. Results showed that the professional qualification actions offered by HUJM have low effectiveness on the nursing care practices. This factor comes mainly from the mismatch and fragmentation in the planning of these actions, as well as the disconnection among management, education, and care services, featuring in this context the inapplicability of Brazilian National Policy on Continuing Education in Health guidelines for the development process of nursing professionals. A new profile of work and workers is needed to build a new way for organizing and practicing health care. Thus, the training and the qualification of health workers should be guided by the population needs. Therefore, a distant and formal relationship should not exist among those ones who plan and those ones who perform the actions, but close link is required aiming to transform the professional practices and the work organization itself.
