Resumo: The economic development of countries is increasingly supported by innovation based on scientific and technological development. The objective of this research was to evaluate initiatives to implement the Mato Grosso innovation network and to propose a new structure, through a bibliographic and documentary review of innovation networks in the country, from 2006 to 2019, evaluation of implementation initiatives the Mato Grosso innovation network (INOVA MT), through documentary research, meetings with actors in the innovation ecosystem and the application of questionnaires. From the analysis of the refined data, it was verified the different models of innovation networks across the country, where the greatest concentration is in the Southeast, South and North regions of Brazil. In addition to the main challenges faced in the implementation of the Mato Grosso network, such as low articulation between institutions, lack of management, lack of a culture of innovation, lack of resources and lack of public policies. Brazil has formalized networks that have been achieving satisfactory results of collaborative work to promote innovation in certain regions, such as the Inova São Paulo Network, the Santa Catarina Innovation Network and the Minas Gerais Innovation Network. After a retrospective analysis of the INOVA MT network implementation initiatives and the perception of the actors, entrepreneurs and researchers in relation to the network, this research sought to structure a model of interorganizational cooperation of the horizontal network type induced by a coordination center, through the constitution of an association, with no economic ends, aiming to promote synergy between the actors of the network.
