Resumo: | This thesis consists in a research of qualitative approach which has as main aim to comprehend how is the relationship between Street Population and the military police and vice versa. The human rights are the transversal axis of work and in these terms I discuss the condition of the police officer as protagonist of human rights and citizenship. The research is exploratory and presents historical and theoretical aspects, namely: the situational overview of Street Population and the incidence if the human rights in their daily lives. It also approaches the formation of military police and the National Curricular Matrix to the Formative Actions of Professionals of Public Security, besides of analyzing the curriculum of formation of the soldier of the military police of Mato Grosso. The apex of this research was during the interviews of focal group and individual types together with the Street Population and military police. The data were subjected to the Content Analysis and the results indicated that the rights of the Street Population are not effective, because those who should ensure them, act as perpetrators. The relationship between the subjects of the research is based in stigmatized aspects, once there is mistrust between both of them. It was clear that the main key, so there is a better provision of services by the military police, is necessarily the formation of those who act in the classroom, forming those police officers. |
