Given the implementation of the Electronic Process System, known as E-MS, within the scope of the Direct Administration, government agencies and foundations of the State Executive Branch, as a way of establishing digital government in the state of Mato Grosso do Sul, public servants had to learn and adapt to a new modus operandi in a short period of time (from October 2023 to January 2024). However, in order for this implementation process to be successful, it is complex and multifactorial. This paper aims to describe the implementation process of the Electronic Process System: E-MS, within the scope of the Health Department of the State of Mato Grosso do Sul. In this paper, the implementation was studied based on a case study in the Health Department, which went through a stage of digitalization of administrative processes previously filed on paper. Through interviews, the perceptions of ten public servants regarding such implementation were obtained, which were analyzed according to content analysis. The results found were the difficulties, such as inefficiency, ineffectiveness and lack of preparation, faced by civil servants in the face of a system with performance problems, with a drop in the efficiency of public services offered, in addition to the dissatisfaction of civil servants in relation to the work tool. This work contributes to the continuity of studies on the implementation of electronic systems in public agencies, in addition to presenting a proposed action plan in order to solve the difficulties encountered.
