Resumo: The concept of Circular Economy (CE) has been gaining ground around the world in several areas. In architecture, EC is largely treated in the literature through Modular Architecture (MA). This type of architecture unites other disciplines such as engineering, most notably production engineering, sociology, anthropology, environmental sciences, among other disciplines. CE proposes the efficient use of natural resources, and in some cases, these are eliminated from the production chain. In other cases, waste is valued and reinserted into the original production chain, whether in other products or processes. In MA these concepts can be greatly explored. In this dissertation, these issues are treated with emphasis on the analysis of housing projects for popular houses in bids between the years 2017 and 2022 in the State of Mato Grosso do Sul through data provided by AGEHAB that are validated through a Needs Program formed by a set of guidelines for MA through CE. Above all, the analysis of the projects aims to understand how public policies meet the demand for housing units and how these projects may or may not fit through MA and CE. This dissertation opens discussions about project bidding notices, the use of alternative construction technologies, construction costs and possible environmental impacts. Above all, the conclusion is that through the program of needs that is created supported by laws and technical and federal standards, it is possible to create MA projects for popular houses (social housing) that can meet great demands in different parts of Brazil, not limited to a single region of the country. It is expected that this work can contribute to the academy with literature, to the industry and the civil construction market as a whole and to public policies of social interest.
