The present thesis has as its object of analysis the institutional actions of internationalization, as higher education policies implemented by five Federal Universities (IFES) in the Midwest Region: UFG, UFGD, UFMT, UFMS and UNB, in the period from 2006 to 2020. The internationalization process investigated is limited to the structural crisis of capitalism in its interposition to the State and to the institutional configuration of the Brazilian university. Thus, with the analysis undertaken in this work, the restructuring of higher education is seen as a state action promoted by funding agencies, institutions and educational authorities. Such changes are guided by multilateral agencies, in the context of neoliberalism, whose marks of educational commodification are observable in higher education. Regulatory acts are imposing and produce an instrumental rationality in the university, which is materialized in management with a business focus, based on the principles of efficiency, competitiveness and productivity, with evaluation as the measure of management and financing. The data were collected through documentary research, having as a primary source the institutional documents (institutional development plan, management report and the institutional internationalization plan) prepared and published by the researched IFES, which were complemented by internal normative acts and documents from funding agencies. The results obtained indicate that, in the international dimension, the organizational structure, commitments and university actions were developed from the induction coming from national and supranational regulation, with mobility, cooperation and international exchange being relevant elements in the process of internationalization of the university. Higher education in the investigated universities, as a possibility of university expansion, which produces local, regional, national and global insertion, being determined by the logic of the capitalist system, which is marked by contradictions and ambiguities.
