In the context of non-formal Environmental Education (EE), the state of Mato Grosso do Sul (MS), through the Institute of Environment of Mato Grosso do Sul (IMASUL), has been inserting EE in the context of the State Policy on Environmental Education of Mato Grosso do Sul (PEEA/MS) and its instruments: the State Environmental Education Information System (SisEA/MS), the Mato Grosso do Sul State Environmental Education Program (ProEEA/MS), the Interinstitutional Commission for Environmental Education (CIEA/MS) and the State Diagnosis of Environmental Education of Mato Grosso do Sul (Deea/MS). SisEA/MS is an electronic database and is based on the objectives of democratizing environmental information, mentioned by article 5 of the National Environmental Education Policy (PNEA), to promote registration, integration, systematization, analysis and monitoring of programs, projects, campaigns and other EE actions, whether in the public or private sphere, based on different demands of the State Environmental Licensing Process, of the Ecological ICMS Program, and spontaneously, by agents interested in register the actions developed. The research had as general objective to analyze the possibility of contributions of SisEA/MS to the panorama of EE in MS and its reflexes for the implementation of the State Policy of Environmental Education of Mato Grosso do Sul. The research is of a quantitative-qualitative nature, with documental analysis of public policies, manuals, and other publications and contents of proposals in EE, registered in SisEA/MS, between the years 2015 to 2020. In the qualitative approach, it was adopted as a reference methodological approach based on Discourse Analysis (AD) (PÊCHEUX, 1990), in a critical perspective of Critical Environmental Education (EAC). The results point to the importance of technological improvement, improvement of the use of the database, as well as its regulation in public policies for the consolidation of this PEEA/MS instrument, by guaranteeing its permanent character in state public policies. The analyzes show a significant volume of proposals made from the “ICMS Ecological Program” in relation to the other demands, with a variety of practices and methodologies used, based on both the critical and conservative aspects of EA. However, there was a tendency to carry out actions with the school target audience and in a perspective of the conservative current of EE, in which the objectives were given in the search for a behavioral change through specific actions, especially on ecological commemorative dates, and can relate to the methodology of evaluation of actions in EA in force in the “Table of Qualitative Evaluation of the Ecological ICMS Program”. We can consider that new evaluation parameters may break with the circle of specific actions and theoretically collaborate for a critical tendency of EE, by promoting the instrumentalization of city halls for better environmental management. SisEA/MS, as a public policy, is considered a milestone in the regulation of EE in MS, and presents numerous possibilities for the advancement of EE and the consolidation of this area of knowledge as a public policy, by contributing to the identification of the limits and potentials of this field of knowledge and in future studies on the panorama of EE in MS, which will result in educational practices that seek to transform reality, and contribute to overcoming the diffuse and superficial forms found in reformist and conservative practices of EE. |
