Resumo: This dissertation is part of the line of research in History, Policies and Education of the Graduate Program in Education at the Federal University of Mato Grosso do Sul (PPGEDU/UMFS), and is linked to academic studies carried out within the scope of the Research Group observatory the Teaching Salaries in Mato Grosso do Sul. It is part of the Teacher Remuneration Survey in a federative context. The research has its time frame from 2017, the year of approval of the austere legislation, until the year 2021. Its objective is to unveil the process of disputes and the effects of Constitutional Amendment nº 95 of 2016, in a federative context, from of the case of the state of Mato Grosso do Sul that approved the State Constitutional Amendment nº 77 of 2017 and instituted the Spending Limitations Regime and its implications for the materiality of goal 17 of the State Education Plan of Mato Grosso do Sul. And for that, it assumes as specific objectives to unveil the New Fiscal Regime (NFR) in the scenario of austerity of public expenses as a new cycle of deepening of neoliberal policies from 2017, having as field of analysis the state of MS. Bearing in mind the relevance of Goal 17 of the PEE/MS in the professional and salary enhancement of teaching professionals and evaluating the impacts and effects of ECE nº 77/2017 for the execution of the referred goal, which provided for the valuation and salary equalization with different professions with same training and working hours. The methodological procedures start from the use of quantitative and qualitative bibliographical and documental research, with a visit to public domain documents and conceptual resumption of reference authors of education financing, educational policies, state, neoliberalism, and teacher remuneration. Conducting a study on the National Education Plan (PNE) 2014-2024, the PEE/MS 2014-2024, EC legislation No. 95 of 2016, ECE No. 77 of 2017 in MS. It appears that from the approval of austere and neoliberal legislation by the Union, there was a federalization of related legislation in federative units. In MS, austerity took root with the approval of a new fiscal regime of spending limitations, which provoked constitutional changes in other areas of the career and salary of public teachers. The change in the MS Position and Career Plan (PCC) stands out, changes in the Teaching Statute, increase in the Social Security Contribution Rate, loss of salary equality for temporary teachers. And the analysis shows that ECE n. 77 led to the approval of numerous austere legislations for MS education servants, affecting both active and retired teachers; teachers on a temporary basis and all network professionals with escalations in compliance with the PSPN pact. All the laws analyzed here imply the direct implementation of the remuneration of teachers, provided for in goal 17 of the PEE/MS. The historically concurrent viability of PEE/MS and ECE n. 77, and the pursuit of its materialization, only show efforts to comply with the NRF in MS in depreciation of target 17 of the PEE/MS.
