Resumo: The present research has as object of study the unionism of public basic education teachers in Campo Grande/MS. The objective was to analyze the union movement of teachers from the municipal and state networks of public basic education in the municipality of Campo Grande/MS from the struggles around salary and training between the years 2003 and 2015. Initially, for the development of In this research, the tensions that occurred within the unionism and unionism of public basic education teachers in Brazil were presented from the totality, that is, considering the relations established in civil society and political society. Subsequently, the union movement of public basic education teachers in Campo Grande/MS gained centrality so that its singularities could be scrutinized, considering the universality previously discussed. That said, the research sources defined to achieve the proposed objective were: 1) documents based on the minutes of the Campograndense Union of Public Education Professionals (ACP), on local news and on union legislation and on those that regulated salary and continuing education of teachers during the investigation period; 2) answers to a questionnaire applied to teachers from the municipal and state networks of Campo Grande/MS between the years 2003 and 2015; and 3) interview responses from ACP presidents who were in union leadership in the time frame defined for the research. In order to carry out the analyzes of the respective sources, as well as the unfolding of all research processes, in an objective way, it was decided to use unionism as a category of analysis and wage struggle and continuing education as constitutive elements of the respective category. The theoretical framework chosen was based on Gramsci's theory, with subsidy, specifically, from Cadernos do Cárcere v. 1, v.2 and v.3. Hegemony was the category of method that guided the defense of the thesis, but intellectuals, democratic/organic centralism, political consciousness/collective political consciousness and raising the intellectual level of the masses were concepts and issues that dialogued with the central category and they also contributed to an orientation of coherent and objective correlations. Faced with this neatly systematized process, it could be considered that the relations established in Brazilian and local teacher unionism and unionism are related to the contradictory forces manifested in different sectors of civil society and political society, which work daily to maintain or to resist to liberal bourgeois hegemony. In this process, it was identified that, even though the public Basic Education teacher union movement in Campo Grande/MS has manifested political and economic-corporate advances for the domain of bourgeois liberal hegemony in its ethical-moral and political conceptions. As a result, theoretical unionism prevailed as the movement that led to the collective organization of public Basic Education teachers in Campo Grande/MS, taking into account the different issues that indicated hindering the real progress of a new hegemony or a new historical bloc.
