O DESLOCAMENTO DE PESSOAL SOB O ENFOQUE DO PLANO DE GESTÃO DE LOGÍSTICA SUSTENTÁVEL: UMA PROPOSTA PARA A UFMS

Resumo: The Sustainable Logistics Management Plan (PLS) is a mandatory planning tool that allows the definition of actions, goals, deadlines, monitoring and evaluation of sustainability practices developed by the Public Administration. The Displacement of People is one of the seven minimum themes of the PLS and aims at the adoption of strategies focused on reducing expenses and emissions of polluting substances. In view of this, the Brazilian Federal Universities (UF), belonging to the federal Public Administration in an autarchic or foundational way, must comply with the regulatory legislation on the subject. Therefore, the following question arises: how are the UF carrying out the Displacement of People initiatives, described in their PLS? This research aims to evaluate, in the implementation of the Sustainable Logistics Management Plan of Brazilian Federal Universities, the initiatives linked to the Displacement of People. This is an exploratory and descriptive research, with a qualitative approach and applied purpose. The data collection procedures are based on bibliographic and documental research. The results indicate that, of the 63 UF surveyed, 41 made available Action Plans (PA) related to the minimum topic Displacement of People and 18 published their respective Monitoring Reports (RA). The goals were categorized and, later, the most relevant ones were selected, making it possible to verify a deficiency in the approach of the categories “waste management” and “vehicle maintenance and monitoring”. As for the UFMS documents, over the period from 2014 (year of institution of the PLS at UFMS) to 2022, it is possible to observe progress, maturity and commitment to the plans and reports published, but not dispensing with significant improvements. Furthermore, the alignment of the minimum Displacement of People theme with the 17 Sustainable Development Goals (SDG) devised by the United Nations (UN) is highlighted, especially with regard to clean and affordable energy (SDG 7), quality infrastructure (SDG 9), sustainable transport (SDG 11), inefficient fossil fuels subsidies (SDG 12), global climate change (SDG 13) and effective institutions (SDG 16).
