Resumo: | Based on the RDC 50 was created by the Qualification project team Infrastructure of Primary Health Care, an instrument that evaluated the condition of the infrastructure of the 147 health centers in the city of Belo Horizonte. The constructive aspects, environmental and human comfort, ergonomics, accessibility, sustainability, energy efficiency, securities and biomedical equipment. Consolidated data, unveiled to a precarious and deficient infrastructure. Of the 147 health centers, 59 (40%) had structural conditions incompatible with the cares. Demographic studies also showed a deficit of 21 health centers. In this scenario emerged a major challenge for the public administration. Where and how to contribute the financial resources required to leverage the projects before the budgetary obstacles? Without losing sight of the public service features? Find alternative financing for the health sector, which are more modern and efficient, aimed at improving working conditions, it is essential to ensure the promotion of occupational health and users. Exploratory and descriptive research of nature documentary that seeks to present a new paradigm of financing, public-private partnership, paths and challenges. We emphasize and compare some points of the law at some point drew attention for its specificity or innovation, as the breadth and complexity of the issue. They also analyzed the forms of existing partnerships with the third sector and the transfer of the Ministry of Health funds for qualifying infrastructure of health facilities. This study aims to present the methods and forms of financing for qualifying infrastructure of Care Network Health Health System, in order to support managers in decision-making, with emphasis in the form of Public Private Partnership (PPP) and its potential as a financing tool, management and development. Having centered on the preparation of the invitation to bid 008/11. Through the analysis of different forms of resource allocation and type of contracts and in the face of diversity that has been facing the health sector, it is mandatory to seek alternative forms of financing. Faced with these demands and the growing need to qualify the network, without disregarding other proposals and unintentionally provide a single answer to the question of financial crisis, the PPP seems timely in the current context. Particularly for innovative ventures and of great magnitude, this new paradigm of financing may constitute a feasibility instrument, in a scenario characterized by the imposition of budget constraints. |
