Resumo: | The Constitution of 1988 changed the paradigms concerning water , publicizing its domain, turned into a public asset of common use and decentralizing its management , with the creation of the National System for Water Resources Management . The dissertation discusses the constitutional paradigm shift , provided the effective participatory democracy in organizations Watershed , with the introduction of proceduralist democracy , the multiplicity of uses and river basin management . To do so , work with the theory of proceduralist democracy, Jürgen Habermas , and the theory of symbolic power , Pierre Bourdieu . The theory of democracy and dissent , Jacques Rancière , seek to demonstrate the complexity of empirical situations presented in case studies , which sometimes have conflicting clippings , requiring antagonistic theories such as Bourdieu and Habermas , for their understanding but without losing the uniqueness . The goal is not to reconcile these theories , but rather a plural view of the empirical aspects , thus demonstrating the potential for emancipation and transformation of the theoretical frameworks used. |
