The present thesis inquires into public policies of digital inclusion developed in the public spaces of information known as cultural centers. Accordingly, we sought to identify such cultural centers established in Belo Horizonte, the next step being the analysis of their inclusion policies.Our chief aim was an analysis of policies and practices of digital inclusion deployed at the cultural centers of the municipality of Belo Horizonte. Our research pointed out the existence, there, of public policies of digital inclusion, though still incipient. Actions are also carried out, based on the idea of digital inclusion, though without due consolidation of digital literacy of the users of those cultural centers, together with lack of information literacy competences through the use of computers. The cultural centers, as yet, provide only access to the machines; even so, it is still insufficient, owing to lack of technical support and personnel training.We realize that this study can contribute, though in a limited way, to theunderstanding and systematization of concepts such as information literacy and competence, promoting their dissemination, as well as their being applied to the realities of the cultural centers, thus being able to contribute to the technological fluency of their users.
