Resumo: South Africa and Brazil hosted the FIFA Soccer World Cup in 2010 and 2014 respectively. Investments in leisure and tourism mega-events were justified by their promoters as generators of legacies for host cities. This thesis had as objective to identify permanences and mutations in the leisure and tourism of two cities that hosted the competition, Cape Town in South Africa, and the City of Belo Horizonte in Brazil. What are the permanencies and mutations in the Leisure practices of the resident population in their relationship with the stadiums built for the World Cup? What are the legacies for the tourism of the host cities, in their relation with the increase in the flow of international tourists after the mega-event? The research had a qualitative approach and the data collection was carried out in four moments: Bibliographic review, simple observation, semi-structured interview / focus group, and, secondary data collection in tourism observatories. The results indicate that in Cape Town theuse of Cape Town Stadium is less than expected, the main reasons are related to historical issues with roots in the apartheid system, in addition to the fact that the City does not have a popular soccer club, does not have collective transportation efficient and high unemployment rate. In tourism, the city has been registering growth of foreign tourists, especially the increase in the flow of South American tourists, especially Brazilians. In Belo Horizonte, the Estádio do Mineirão Post World Cup in 2014, is evaluated by regulars as an important legacy, which offers visitors better infrastructure, more safety, besides having a new place to practicesports, leisure and event promotion - A Terrace. But from the anagement of the Stadium in the PPP with Minas Arena, the relationship with the user changed, now seen as a consumer, which consequently elitized the Stadium and expelled poor people. In tourism, the Post-Cup still did not reflect a significant increase in foreign tourists, despite the fact that the State of Minas Gerais broke record in international landings in 2017, but still on the 2010 levels.
