Inovar auto e a cadeia automotiva brasileira: análise de formulação e impacto de políticas públicas para o setor automotivo, através do método de Diagrama de Blocos

Resumo: Based on an analysis of the brazilian fiscal incentive program Inovar Auto and the particularities of the brazilian automotive chain, the present work is concentrated on the modeling of a public policies reader and corrector system, moved by the need to incorporate learning mechanisms on the government policies and parameters formulation method, to approximate final results to the results expected during the preparation phase. The discussion is based on the analysis of the Inovar Auto general provisions and effects, whose mission is to provide better vehicles to the brazilian market, developed with national technology. This analysis delimitates the program’s impact on an assembler installed nationally, measuring the program effects through a questionnaire about changes perceived by the employees, whose basis is used as parameters for an evaluation and learning system, designed based on the observed changes. The discussion presented on this current version of the research is supported by the evaluation of policy making design options, contrasted with the Inovar Auto dispositions to measure the program’s inherent strengths and weakness. With a sufficient understanding of policies generation strategies and the system to be controlled, the discussion focuses on the modeling of a block diagram, designed to provide control and optimization strategies of the brazilian automotive policies, using physics system control engineering logic to propose upgrades for a politics system. The mode is compared to the government actual metrics, revealing inconsistencies between the program objectives and goals adopted on its formulation, which reveal a major potential to benefit companies who reduce their innovation capabilities, leaving companies that adopted innovation measures on second plan.
