Território, identidade e política: os lugares de urbanidade metropolitana no contexto do planejamento urbano na região metropolitana de Belo Horizonte

Resumo: This work explores the hypothesis that the formation of a metropolitan identity can expand and reinforce the concept of metropolitan citizenship, which, once appropriated by the population, would acquire political relevance, since it would facilitate the establishment of a more cooperative and democratic governance model. For this, a public policy program proposed in the Integrated Development Plan for the Belo Horizonte Metropolitan Region (PDDI-RMBH) was analyzed, wherein the objectives are to stimulate the formation of metropolitan citizenship and to deepen the participatory processes begun in its elaboration. The Social Mobilization Program for the Implementation of the Metropolitan Urban Development Plan LUMEs - Places of Metropolitan Urbanity was not implemented, but some pilot experiences have been developed in the University which aligns with the purposes to which it subscribes. This research is classified as an exploratory, using the case study method as a research strategy. Data was collected through semi-structured interviews with a qualitative analytical approach and by questionnaires with closed questions that offered some trend indicators. Further included is a bibliographic review of previous work. The analysis refers to three of the experiences developed in the PDDI-RMBH within the scope of a course offered by the UFMG: "Multidisciplinary Workshop: LUMEs and the Practice of Metropolitan Planning". The results indicate that the spaces proposed in the context of the LUMEs are potential promoters of the formation of local identities. However, they are primarily spaces that promote a more engaged social participation when linked to decision-making related to everyday life spaces. Limitations are presented in relation to the interest to go beyond the demands with which the experiences were initiated and to transcend towards involvement with other processes that lead to politicization and approximation with the political-administrative system.
