Resumo: | This study aims to investigate the concepts of poverty and slum circulating in the context of public security policy in the city of Belo Horizonte. Other research objectives are: To study the history of Public Security Policy in Brazil , focusing on the impact of the same in Belo Horizonte ; To investigate the possible relationship between the themes : Public Safety ; Criminalization of poverty and social inequalities, and finally understand the concepts of violence and poverty present in the primary basis of Public Policy Security programs , namely , Conflict Mediation Program and Stay Alive . The methodological tools of the present study have a grounding in the field of studies of with ethnographic studies who understand research as an incessant motion analysis from start to finish . For data collection used wheels conversation, ethnographic observation field diary and did an interview . For data analysis , we work on a first date with the interpretation of " major analytical axes " and the second time with the interpretation of " units of meaning " . We note that most of the productions on the topic of public safety is associated with the fields of study of political science and public administration and are based on statistical studies that most often brings a conception of security associated with a reduction in the number of murders, trafficking drug police action and reinforcing the imperative that place of violence and crime in the slums is understood mostly as a territory marked by poverty . In this sense , studies that seek to bring help to rethink this imperative , identifying public safety as a control device ( Foucault , 1978), which fulfills social functions related to the criminalization of poverty and slums . ( Wacquant , 2001). |
