Resumo: The focuses of this research are methods, guidelines and concepts that increase public participation, initially through the clipping analysis of the comprehension of technical agents considering their inclusion in the management of urban legal territory. This thesis establishes the hypothesis that the inclusion is given by understanding treated codes and issues, allowing the participant to have, in fact, the true knowledge of the formulations and decisions involving urban landscape modeling. Within this context, in this thesis are analyzed tools that can serve as support for participation in urban planning through the decoding brought by investments in the structuring the operational logic of the communication process between actors, actions and processes. As an application, reflections are developed considering the point of view of an architect that is also an urbanist. It is understood that the balance and harmony of urban scale and architectural scale need to be structured so that, in fact, the urban landscape is shaped according to the expectations and collective values. Thus, the work of urban planners and architects as participating agents influences directly the shaping of the cities, and shall be taken into consideration. For that, the methodological reference of Planning Support System was used as the logic to orchestrate the processes, and more specifically its territorial application through Geodesign, chosen by use of systemic logic that contributes to the visualize actions, actors and results, encouraging dialogue between the parties. Case studies are analyzed using different scales, which illustrate the potential and applicability of the methodological processes. For each methodological process of the case studies adaptations of computer applications considering Geographic Information Systems, WebGis and threedimensional dynamic mapping visualization are discussed. The result is a contribution to the methodological process choices and paths in geoinformation technologies for support decision in case studies of planning and management of the urban landscape, aiming the inclusion of shared actions that are also representative values of a cultural group.
